Lesson 5: Steps in Developing ISPMs
Engaged and effective participation in the standard-setting process gives member countries the opportunity to influence international phytosanitary policy. The IPPC standard-setting process provides opportunities for member countries to participate in 1) identifying topics for standards, 2) drafting standards, 3) member consultation, and 4) adoption and publication. The standard-setting process can take two to three years, depending on the priority given to a standard, but, in some cases, the development process is much longer.

By the end of Lesson 5, you will be able to describe the process for developing ISPMs and will understand how National Plant Protection Organizations (NPPOs) can participate in each step of the process. ISPM 15 will be used as an example of the process for developing an ISPM.
