Lesson 2: Regulations Versus Statutes

The previous lesson discussed how countries could establish processes consistent with their SPS obligations. This lesson will explore how the United States accomplishes this. We will examine how the U.S. government delegates authority to impose sanitary and phytosanitary restrictions from its legislative body, the U.S. Congress, to technical experts. We will also discuss why Congress delegates this authority.
